Is raw milk legal in Colorado?

Direct retail sale is illegal; consumers can only get raw milk by owning a share of the herd through a state-registered herdshare/cowshare (C.R.S. 25-5.5-117). A 2024 bill to allow direct-to-consumer sales (SB24-043) was laid over/postponed and never enacted, so the herdshare-only regime still stands.
